أطلقت ماعت للسلام والتنمية وحقوق الإنسان, بالتعاون مع الجمعية المصرية للكاريكاتير مسابقة ومعرض للكاريكاتير تحت عنوان “ريشة UPR”, بهدف تشجيع الفنانين على تسليط الضوء على مجموعة من قضايا حقوق الإنسان التي تعهدت الحكومة المصرية بالعمل عليها خلال الدورة الثانية للاستعراض الدوري الشامل.

ومن المتوقع أن يُشجع التعاون بين ماعت والجمعية المصرية للكاريكاتير مجموعة مميزة من رسامي الكاريكاتير على المشاركة في المسابقة, حيث ستقوم لجنة ثلاثية برئاسة الفنان ياسر جعيصة بتحكيم الأعمال الفنية المقدمة, وتقدم المسابقة المفتوحة ليوم 8 أكتوبر 2017 مجموعة من الجوائز التشجيعية للمراكز العشرة الأوائل.

الجدير بالذكر أن كل الأعمال المؤهلة سيتم تقديمها للجمهور من خلال معرض يستمر على مدار يومين ويتم تنظيمه في إحدى المراكز الثقافية المصرية, على أن تكون المشاركة في المعرض مفتوحة للفنانين المصريين, العرب والأجانب, حيث سيشهد حفل الافتتاح توزيع الجوائز للفائزين في المسابقة.

والاستعراض الدوري الشامل هو آلية دولية تابعة لمجلس حقوق الإنسان في الأمم المتحدة تخضع لها جميع الدول الأعضاء مرة كل أربع سنوات وتتضمن تقديم تقارير حول أوضاع حقوق الإنسان يتم بناءا عليها تقديم توصيات للدولة المعنية تلتزم بتنفيذ ما قبلته منها بين دورتي الاستعراض. وقد اعتمدت مصر خلال الجلسة الثانية للاستعراض الدوري الشامل تقريرها النهائي الذي يتضمن 300 توصية قبلت منها الدولة المصرية بشكل كلي وجزئي 247 توصية وأخذت علما ب 29 توصية إضافية, وهي التعهدات التي تسعى المسابقة والمعرض لإلقاء الضوء عليها من خلال أعمال فنية تتناول قضايا مكافحة الفساد, تعزيز حقوق الطفل والأسرة, مناهضة العنف ضد المرأة, تعزيز حرية التعبير وغيرها من قضايا حقوق الإنسان.

MAAT for Peace, Development and Human Rights, in cooperation with the Egyptian Association for Caricature launched a competition and an exhibition entitled “UPR Feather”, with the aim of encouraging artists to shed light on the human rights issues committed to by the Egyptian government during the second UPR cycle.

The cooperation between the two organizations is likely to attract a distinguished group of artists to participate in the competition, where a Tripartite Commission headed by artist. Yasser Geeasa will review the presented artwork, as the open competition till 8 October 2017 offers a group of incentive awards to the top 10 artists.

It is worth mentioning that the qualified caricatures shall be presented to the audience during a two-days exhibition to be organized in one of the Egyptian cultural centers. The participation in the exhibition is open to Egyptian, Arab and foreigners, and the winning artists shall be recognized during the opening of the exhibition.

The Universal Periodic Review is an international mechanism affiliated to the UN Human Rights Council, and all the member states are subordinated to the mechanism once each four years, including the submission of reports on human rights conditions based on which recommendations are presented to the concerned state to implement the accepted ones between the UPR cycles, during Egypt’s second UPR session, a report composing 300 recommendations was adopted by the Egyptian state, 247 out of them were accepted partially and fully, 29 recommendations were noted, which are the obligations that the competition and exhibition seek to shed light on via caricatures addressing combating corruption, promoting child and family rights, combating violence against women, promoting the freedom of expression and other human rights issues.
