في إطار سلسلة ” دفتر أحوال الفساد” أصدرت ” شركاء من أجل الشفافية “PFT التقرير التاسع الذي تضمن رصد وتحليل وقائع الفساد في شهر مارس 2016 ، حيث رصدت المؤسسة 76 واقعة فساد خلال الشهر ، كما رصدت قيام رئيس الجمهورية بعزل المستشار هشام جنينة رئيس
الجهاز المركزي للمحاسبات على خلفية ما اثاره تقرير صادر عن الجهاز متعلق بتكلفة الفساد ، وتقرير مضاد اعدته لجنة خاصة اثبتت فيه عدم دقة تقرير الجهاز ، وهو ما اثار موجة شديدة من الجدل في الشارع المصري .
كشف التقرير عن أن شهر مارس 2016 شهد رفض البرلمان استحداث لجنة “النزاهة والشفافية” ، كما شهد الشهر عدة تصريحات واجتماعات للجان إدارية لمكافح الفساد دون صدور تشريعات أو قرارات مؤثرة .
فيما يتعلق بالتوزيع الإحصائي لوقائع الفساد على الوزارات والقطاعات المختلفة ، فقد نالت وزارة التموين النصيب الأكبر من ضمن وقائع الفساد خلال شهر مارس 2016 برصيد 16 واقعة فساد من إجمالي 76 واقعة ، يليها كلا من قطاع المحليات ، برصيد 7 وقائع والزراعة والتعليم برصيد 6 وقائع لكل منها .
أما الموقف القضائي للوقائع ، فقد جاءت الوقائع قيد التحقيق في المرتبة الأولى ضمن وقائع الفساد خلال شهرمارس 2016 حيث نالت النسبة الاكبر بواقع 59 % ، بينما تساوت كلامن الوقائع قيد المحاكمة و الوقائع التى لم يحقق فيها بنسبة 16%، وأخيرا، تأتي الوقائع التي تم الحكم فيها في المرتبة الأخيرة بنسبة %9 من أجمالى الوقائع .
كما كشف التقرير أيضا عن أن محافظة القاهرة نالت النصيب الأكبر من ضمن وقائع الفساد خلال شهر مارس 2016 بواقع 24 واقعة فساد، يليها محافظة الجيزة برصيد 7 وقائع .

Within the framework of ” corruption logbook” series , “Partners For Transparency” PFT publishes the ninth report which include observation and analysis of the incidents of corruption in March 2016,as the foundation observed 76 incident of corruption during the month, also observed the President of the Republic isolating Hisham Geneina, the head of the Accountability State Authority, on the background of what was provoked by a report published by the Authority about the corruption amounts and an opposite report published by a special committee which proved the inaccuracy of the report of the Authority, which triggered a wide wave of controversy in the Egyptian street.
The report revealed that March 2016 witnessed the parliament rejection for developing “Fairness and Transparency” committee, also the month witnessed a number of statements and meetings for administrative committees for fighting corruption without the issuance of influential legislations or decisions.
Regarding the statistical distribution of the incidents of corruption at different ministries and sectors, the Ministry of Supply had the largest share among the incidents of corruption during March 2016 with 16 incident of Corruption from total 76 incident, followed by the localities with 7 incidents and agriculture and education with 6 incidents for each .
For the judicial position of the incidents, the incidents under investigation came in the first place among the incidents of corruption during March 2016 as it had the biggest percentage by 59%, while the incidents on trial and the uninvestigated incidents were equal with 16% and finally the incidents that have been adjusted came in the last place with 9% of the total incidents.
The report also revealed that Cairo governorate had the largest share among the incidents of corruption during March 2016 with 24 incident of corruption followed by Giza governorate with 7 incidents.
