في إطار الندوة التي عقدتها الجامعة العربية على هامش منتدي السياسات رفيع المستوى المعني بالتنمية المستدامة بنيويورك ، شارك أيمن عقيل رئيس مؤسسة ماعت ومنسق مجموعة المنظمات الإفريقية الكبرى بورقة عمل بعنوان ” سياسة الجزء المنعزلة لم تعد تجدي .. نحو شراكة حقيقية من أجل التنمية المستدامة ” ،
كانت السفيرة ندى العجيزي مدير ادارة التنمية المستدامة والتعاون الدولي في جامعة الدول العربية قد افتتحت فعالية الجامعة التي جاءت بعنوان الشراكات الفعالة من اجل تحقيق اهداف التنمية المستدامة في المنطقة العربية …. الهدف 17 التحول نحو مجتمعات مرنة و مستدامة ” ، وشددت السفيرة في كلمتها الافتتاحية على الاهتمام الكبيرة التي تعطيه الجامعة لتحقيق اجندة 2030 في المنطقة العربية ، وكشفت عن قرار انشاء اللجنة العربية لمتابعة تنفيذ اهداف التنمية المستدامة ، وهي اللجنة المشكلة من نقاط اتصال في الدول العربية وتعقد اجتمعاتها مرتين سنويا .
وقد شارك في الجلسة الافتتاحية على جانب السفيرة ندي العجيزي ، الأستاذ أيمن عقيل ، الدكتور ايهاب شلبي خبير الاستدامة والذي تحدث عن تطوير مفهوم التنمية المستدامة و تدعيم الاستخدام الرشيد للموارد . .
أكد عقيل في كلمته على أهمية الدور الذي تقوم به الكيانات والتنظيمات الإقليمية في حشد وتوفير بيئة منظمة ومناسبة للمجتمع المدني؛ وتوفير إطار يساعدها على المساهمة في تحقيق أهداف التنمية المستدامة ، وهي الأهداف التي تقدم رؤية استراتيجية لتبني نهج كامل وتشاركي يجعل مستقبل العالم أفضل من .
وقال عقيل أن ” تلكوء بعض الدول عن السعي قدما نحو إدارك أهداف التنمية المستدامة ، قد يؤدي بالتبعية إلى تقليل فرصها في الحصول على التمويل اللازم للتنمية ، وقد يؤدي الي وضعها في خانة ” غير الجادين وغير الملتزمين ” بتحقيق حزمة الأهداف التي حدث حولها أكبر عملية تشاور وتفاوض وتوافق شهدتها الأمم المتحدة منذ نشاتها .
وأشاد رئيس مؤسسة ماعت ومنسق مجموعة المنظمات الإفريقية الكبرى بمبادرة الجامعة العربية ” لمأسسة ” دور ومشاركة منظمات المجتمع المدني وهو ما تجلي في استحداث إدارة تعني بشؤون ” المجتمع المدني ” منذ عام 2002 ، وهي الإدارة التي أطلقت العقد العربي لمنظمات المجتمع المدني 2016 – 2026، لدعم وتنفيذ أهداف التنمية المستدامة، لكنه أكد على ان هناك عدد من التحديات التي تحد من قدرة منظمات المجتمع المدني العربي على تكوين الشبكات والتحالفات لدعم أهداف التنمية المستدامة ، وأشار أن من أبرز هذه التحديات جمود ونقص ملاءمة كثير من الأطر القانونية التي تحكم عمل المنظمات ، نقص آليات التمويل العربية ، وعدم توجيه ما يكفي من الدعم المالي لمنظمات المجتمع المدني خاصة العاملة في المجالات الدفاعية والحقوقية والمهتمة بإصلاح السياسات العامة ، فضلا عن العوامل الداخلية والذاتية تشكل أيضا تحديا ملحوظا حيث تعاني كثير من المنظمات من ضعف بناها المؤسسية ومواردها البشرية وابتعاد نظم الحكم والإدارة فيها عن منطق الإدارة والحكم الرشيد .
وطالب عقيل بان تكون هذه التحديات موضع نقاش دائم داخل أروقة الجامعة العربية للمساهمة في معالجة ما يتعلق منها بموقف الحكومات ومؤسسات التشريع من المجتمع المدني ، والدفع باتجاه خلق مناخ مواتي لتعزيز دور المجتمع المدني وتعزيز فرص الشراكة بين مكوناته .
وعرض عقيل عدد من التوصيات لتعزيز الشراكات بين المنظمات العربية غير الحكومية وبعضها البعض ، أو بينها وبين اليات الجامعة العربية ، وتمثلت اهم التوصيات في إعداد خطة عمل مفصلة لتنفيذ العقد العربي لمنظمات المجتمع المدني 2016-2026، تفعيل صفة المراقب وتمكين منظمات المجتمع المدني من المشاركة بشكل أكثر فاعلية مما عليه، استحداث اللجنة العربية لحقوق الإنسان لآليات تسمح بتعيين مقررين خواص، أو فرق عمل متخصصة في موضوعات محددة بما فيها أهداف التنمية المستدامة ، وتعزيز التعاون بين الجامعة العربية ومجموعة المنظمات الإفريقية الكبرى ، وأخيرا تدشين الشبكة العربية للتنمية المستدامة تحت رعاية وبدعم من جامعة الدول العربية .
Okeil reviews a working paper entitled Towards a True Partnership for Sustainable Development

Ambassador Nada al-Ajazy, director of the Department for Sustainable Development and international cooperation of the Arab League, has opened the Arab League ‘s effectiveness entitled “Effective partnerships for achieving SDGs in the Arab Region … Goal 17: shift towards resilient and sustainable societies “. The ambassador in her opening addresses focused on the great interest that the Arab League is giving to the achievement 2030 agenda in the Arab region, and the ambassador presented the decision to establish the Arab Committee for the follow-up of the implementation of the SDGs, the Arab Committee formed by points of contact In the Arab States and their meetings are held twice a year.
The inaugural session was attended by Ambassador Nada al-Ajjezi, Mr. Ayman Okeil, Dr. Ehab Shalabi the sustainability expert. Dr. Ehab Shalabi spoke on developing the concept of sustainable development and strengthening the rational use of resources.
In his speech, Okeil stressed the important role played by regional entities and organizations in mobilizing and providing a structured and appropriate environment for civil society and provide a framework to help them contribute to the achievement of SDGs, which provide a strategic vision for a full and participatory approach that makes the future of the world better.
Okeil said: “Some states slow down progress towards achieving SDGs, which may reduce their access to finance necessary for development, and “It may lead to the status of” non-serious and non-committed ” to achieve the package of goals which the largest process of consultation, negotiation and consensus has taken place in the United Nations since its inception.
The President of Maat and coordinator of the NOGs major Group Africa commended the Arab League Initiative “The role and participation of civil society organizations”, which was reflected in the development Department for Civil Society affairs since 2002, the department that launched the Decade of Arab Civil Society Organizations 2016-2026, for support and implementation of SDGs.
But The President of Maat stressed that there were a number of challenges that limited the ability of Arab civil society organizations to form networks and alliances in support of SDGs. The President of Maat noting that one of the most striking challenges was the rigidity and inadequacy of the many legal frameworks governing the functioning of organizations, the lack of Arab financing mechanisms and the lack of adequate financial support for civil society organizations, particularly those working in the defense and legal fields and interested in policy reform, as well as internal and subjective factors, are also a notable challenge, with many organizations weakening their institutional structures And their human resources and the distancing of their management and governance systems from logical management and good governance.
Okeil demanded that these challenges be the subject of a permanent debate at the Arab League to address the position of Governments and institutions legislation from civil society, pushing for creating a favorable atmosphere to strengthening the role of civil society and promoting opportunities for partnership among its components.
Okeil presented a number of recommendations to strengthen partnerships between Arab non-governmental organizations and each other, or between them and the Arab League mechanisms, the most important recommendations were the preparation of a detailed plan of action for the implementation of the Decade of Arab Civil Society Organizations 2016-2026. Activating the status of observer and enabling civil society organizations to participate more effectively, the Arab Commission for Human Rights has established mechanisms to permit the appointment Special rapporteurs or task forces specializing in specific topics including SDGs, and the strengthening of cooperation between the Arab League and the NOGs major Group of Africa. And finally, launch of the Arab Network for Sustainable Development under the auspices and with support of the Arab League.
